I have a pair of these panniers in "Petrol" which is a turquoise and green pattern. If you go to the Basil website, you can actually see the range of patterns that they offer - many of them are really cute - though there aren't many US businesses selling them.
The bags attach to a standard rear rack. There are four fabric belts that loop around and cinch on the side railings of your rack - two on each side. There are velcro loops on the inside (toward the wheel) that you can loop around the supports of the rack, just above your rear wheel axle. The bags close with two adjustable snap belts on each side. Another reviewer commented that the bags are not easy to remove - that is fairly accurate. If you are concerned about theft and want to easily be able to pop the bags off when getting to your destination, this probably isn't for you. On the other hand, a thief would have to hang out at the bike stand for awhile in order to make off with them. I have just left mine on when parking my bike, and so far, no one has messed with them. There are no mounting instructions with the bag, so you have to figure it out, but it is pretty simple. The bags can fold flat against the sides, and come with a reinforcement panel that you can set at the bottom to widen them out to their full size. This could be handy if you needed to empty the bags and narrow the profile of your bike for parking. I haven't left my bike out in a rainstorm with these on, but they have gotten damp and I expect that they will hold up well to rain.
Another reviewer expressed concern about the corners of the bags getting caught on the spokes of the back wheel and presenting a safety concern. I have not had this problem- there is ample clearance on my bike between the inside of the bags and the wheel, and they have not gotten in the way at all.
I also have a metal basket on the front of my bike, but I greatly prefer using the panniers. Loading the front basket makes steering difficult, but putting extra weight low over the back wheel doesn't seem to cause adverse effects.
These are a great size for toting some groceries or books for everyday errands. Those looking for panniers for long-distance biking won't want these as they are not as large as other items out there for substantial amounts of gear.
Overall, I love these bags and would recommend them to anyone who wants a small, cute, fun set of panniers for their bike.
